ENTSOG launches web-based consultation for its Cost-Benefit Analysis (CBA) methodology update
 

ENTSOG consults stakeholders on Cost-Benefit Analysis (CBA) methodology update.

The European Network of Transmission System Operators for Gas (ENTSOG) invites all stakeholders interested in gas infrastructure development to take part to the web-based consultation for the Cost-Benefit Analysis (CBA) methodology update.

The Energy System-Wide Cost-Benefit Analysis Methodology currently in use was developed by ENTSOG and approved by the European Commission in February 2015. This methodology was used to develop the Ten Year Network Development Plan 2015 (TYNDP 2015) and the Ten Year Network Development Plan 2017 (TYNDP 2017). The CBA methodology is aligned to requirements in Regulation (EU) 347/2013 and it is especially used for the selection of Project of Common Interest (PCI)s.

Based on the experience gained from the development of TYNDP 2015, TYNDP 2017 and the 2nd and 3rd PCI selection processes, ENTSOG sees benefits in updating and improving the CBA methodology. The new version of the methodology will be a cornerstone for the preparation of the next editions of TYNDP, PCI list and preparation of Cross-Border Cost Allocation (CBCA) analyses. Stakeholder involvement was a key component also to ENTSOG’s development of the CBA methodology approved in 2015.


The consultation starts today (19 May) and will be open until 16 June 2017.
 

Next steps:

The questionnaire is composed of six sections and 32 questions. Participants are kindly invited to read all the available supporting material here before answering the questionnaire here. Documents which may be useful to complete this include the current ESW-CBA methodology (link) and the TYNDP 2017 (link).
