Transparency Guidelines

The energy market liberalisation process, aimed at securing a well-functioning, open and efficient internal gas market, has significantly changed the gas transmission business and necessitated improvements in transparency. Specific obligations for gas TSOs had been introduced through Regulation (EC) No 715/2009, which defines the basic transparency rules, further specified in Chapter 3 of Annex I (and its amendments).

The network codes have been developed to provide rules and procedures, so that an appropriate level of harmonisation towards efficient gas trading and transport across gas transmission systems in the EU can be achieved, thereby increasing data publication requirements.

Transparency Activities undertaken in ENTSOG enhance the transparency of gas TSOs’ activities in the European Union, by means of the data published on the Transparency Platform and the TSOs’ websites. The requirements for the transparency publications are specified in Regulation (EU) 2024/1789 and the Network Codes.

Regulation (EU) No 1227/2011 and its Commission Implementing Regulation (EU) No. 1348/2014 introduced additional publication and reporting obligations to the market participants, aimed at supporting market monitoring and fostering open and fair competition in wholesale energy markets. These obligations are also dealt with in the Transparency Area in ENTSOG.
